Since when? When I was in the retail business, we always asked for picture ID for purchases over a certain amount...$50 or so... Otherwise it's too easy for someone to use a stolen card...How would you know it was or wasn't the card holder?
Since as long as I can remember, it has been true. The merchant website for Visa and MasterCard are very interesting reading.
Visa and MC only ask that you compare signatures. If you do that you're off the hook as a retailer. I remember, 20 years ago or so, that I was also required to check the card number against a printed list of stolen cards, but even that has become obsolete with electronic presentation of the charges.
