I wish, when I'm using my iPod Touch next to my friend who's using their iPhone, that they could share the cell data network with me over Wi-Fi.

That would be sweet.

AT&T wants to be paid $30 a month for that privilege, and they still haven't offered it to the iphone lineup. Because operators are scum.

You can do that - but they have to jailbreak the iPhone and run a "non-authorized" app like PDAnet.

The iPhone is capable of providing that service over Bluetooth, but AT&T is blocking it. It's functional in some other countries. There are other phones that are capable of doing it, too.

The iPod Touch, unfortunately, is not capable of routing data over a Bluetooth connection. It's quite feasible... some other devices, like the Nokia N810, can do it... but Apple chose not to engineer it into the device, probably in an effort to prevent it from competing with the iPhone. Pity, because that would make my iPod Touch a killer handheld.
