Twinks who think they are bears because they managed to grow facial hair are "dust bunnies."

I was trying to think of an animal that gives off vastly more attitude than is warranted by its size...

Crayfish come to mind... they put on a very impressive threat display for a little critter. Most people would think "dinner" rather than "cute little animal with attitude", though.

The quintessential example is the wolverine, but that's sort of taken.

I propose "erminette," not because it makes any sense, but because we would now have a rhyme for "sermonette."

I would seriously disagree with you about wolverines. They're strong and vicious; even grizzly bears prefer to avoid them.

I still think "toy poodle" better fits a twink with some face fuzz trying to pass itself off as a "bear".
